6/27/2025 m**********y We have found that your organization (NoBE Owner, LLC) is not certified to be in “Good Standing” to do business in the State of Maryland. We checked the business status using the publicly available Maryland Business Express Entity Search (https://egov.maryland.gov/BusinessExpress/EntitySearch). You will need to work with the proper authorities to return your business standing to “Good Standing” in order for your NOI to be processed. Additionally, certification of workers compensation is required as the signatory organization is an LLC - if the listed LLC has no employees then a document stating as such that has been signed by a corporate officer is also acceptable. Once all corrections have been made, please resubmit NOI for approval. Thank you.
6/27/2025 m**********y Please resubmit NOI with certification of workers compensation (this can be either a workers compensation certificate of compliance or the provider name/binder number of the policy). If the listed LLC has no employees then a document stating as such that has been signed by a corporate officer is also acceptable. Thank you.
10/30/2025 m**********y Approved for public notice. Be advised the NOI was updated to indicate impairments for the receiving waters which includes sediments; this means dewatering discharges would be subject to turbidity benchmark monitoring requirements under Part III.B.4 of the 20-CP. If dewatering activities occur NOI Question 1.B must be modified and this project would require a SWPPP. Please review the SWPPP triggers in 20-CP Part III.F.1 to ensure that none apply to this project.
11/14/2025 m**********y Please resubmit NOI with response to Question 1.B modified to indicate the potential contaminants for this project, as the LOD is within/directly adjacent to the "NOBE II" LRP oversight area. The RAP/HASP for this project have been attached as a courtesy. Please note: this NOI has already completed public notice. Once the requested changes have been made and the NOI has been resubmitted, final approval will be given. Thank you.
11/17/2025 m**********y 20-CP coverage granted. The receiving waters are impaired for sediments and dewatering effluent would be subject to turbidity benchmark monitoring requirements under Part III.B.4 of the 20-CP - if dewatering discharges occur NOI Question 1.B must be modified and the on-site SWPPP must include turbidity monitoring details. Please review the 20-CP (Part II.A.9) ‘Deadlines for Coverage’ regarding new SWPPP triggering activities and additional operators - all operators must obtain 20-CP permit coverage prior to earth disturbing activities. Any construction activity pollution control measures or monitoring requirements required by MDE LMA or DNR WHS must be included with the SWPPP.
