Construction Project

Project Start Date: 10/20/2025

Project End Date: 04/30/2026

Description: This is a stormwater management pond retrofit project to treat stormwater runoff meeting 2000 Maryland Department of the Environmental (MDE) Unified Sizing Criteria goals for water quality and extended detention to the maximum extent practicable in order to assist the Montgomery County Department of Environmental Protection (MCDEP) in compliance with its Municipal Separate Storm Sewer System (MS4) Permit, to bring facility into compliance with current safety requirements and to bring the existing facility into a state of good repair. All work is to follow the provided erosion and sediment control plans approved by the Montgomery County Department of Permitting Services. The retrofit includes replacing the existing riser, excavating the pond basin, and installing a clay liner on the upstream face of the embankment. Offsite flows will be diverted through the work area using clear water diversion pipes. Flows from the work area will be pumped through a sump pit and a filter bag. The area will be stabilized with topsoil, turfgrass seed, and native vegetation. The drainage area to the Asset #10796 facility is located mainly south of Great Seneca Highway, borders Climbing Ivy Drive to the west, Grotto Lane to the east, and local forest to the south, in Germantown, MD. The most distant flow travels generally eastward from the intersection of Great Seneca Highway and Climbing Ivy Drive, draining the majority of the Seneca Forest Community south of Great Seneca Highway. Once routed through the existing SWM pond, the watershed discharges to a tributary of Gunners Branch, which is a tributary of Great Seneca Creek.

10/15/2025 m**********y Approved for public notice. Be advised dewatering activities would be subject to turbidity benchmark monitoring requirements under Part III.B.4 of the 20-CP as the project’s receiving waters are impaired for sediments - if dewatering discharges occur NOI Question 1.B must be modified and the on-site SWPPP must include turbidity monitoring details.
10/30/2025 j*****h 20-CP coverage granted. Please review the 20-CP (Part II.A.9) ‘Deadlines for Coverage’ regarding new SWPPP triggering activities and additional operators. Any construction activity pollution control measures or monitoring requirements required by MDE LMA or DNR WHS must be included with the SWPPP.
