Application for Child Support Enforcement Services

Note: If you are unable to access your existing child support case information, or view payments previously managed through your e-child account, call Child Support Enforcement Administration at 1-800-332-6347, or contact them via their website.

Welcome to the DHR online Application for Support Enforcement Services. A service fee will be applied to filings with payment. Use this application if you are applying for child support enforcement services, which include the following:

  • Searching for the other parent
  • Legally establishing paternity
  • Establishing a court order for child support and health insurance coverage
  • Collecting support payments
  • Enforcing the court order
  • Reviewing and modifying a court order

If you are the custodial parent, complete a separate application for each noncustodial parent from whom you want support. Please note that in order to use this online application, you must have a social security number and the number of children on the application cannot exceed six. If you do not have a social security number, or if you have more than six children, please download and complete this paper application.

About the Application

The application consists of the following sections, all of which must be completed:

  • Applicant (details of the relationship between the applicant and the children)
    Indicating family violence will impact the quality of service provided by restricting the amount of information that can be shared with and obtained from the federal government and other secure resources.
  • Custodial Party (name, address, contact and personal information, employment information, details regarding the nearest relative)
  • Noncustodial Party ((name, address, contact and personal information, identification, parental and employment information, details regarding the nearest relative, and child support) Additional information for custodial or noncustodial parties, including a question on family violence, is also requested. For this question, you may provide corroborating evidence (e.g. police reports) or reason to believe that the disclosure of such data might result in physical or emotional harm to a custodial parent, noncustodial parent or a child in a case. Indicating family violence will impact the quality of service provided by restricting the amount of information that can be shared with and obtained from the federal government and other secure resources.)
  • Support (relationship between the parents, and details for each child for whom support is requested)
  • Health Insurance (details of any health insurance coverage for the children)
  • File Upload (is not required, but will allow for expedited processing of your application. You may upload documents — corroborating evidence for family violence; photos; Court Orders regarding child support, divorce proceedings or paternity, etc. — to support your application).)
  • Signature (prior to submitting to DHR, the application must be signed electronically)

Expiration of Pending Applications

Please note that you will have 60 days from the latter of starting your application or editing it to submit it electronically. After 60 days, your application will be automatically deleted.


Reference Documents

To complete this application, you may need the following documents:

  • Your driver’s license or state ID card
  • Social security numbers for you and your child(ren)
  • Adoption certificate or affidavit of parentage (if applicable)
  • Marriage certificate (if applicable)
  • Court Orders regarding child support, divorce proceedings or paternity, guardianship, or a support order entered as part of a domestic violence matter (if applicable)
  • Health insurance card(s) for your child(ren) (if applicable)

Service Fee

This electronic government service includes a $1.50 service/convenience fee for payments processed through this application. This fee is assessed by NICUSA, Inc., Maryland's eGovernment service provider, a third party working under a contract administered by the Maryland Department of Information Technology (DoIT). The service fee is used to develop, maintain, and expand the online service offerings of the state and is non-refundable. Accepted credit cards: Visa, MasterCard, Discover and American Express.


Fees

The following fees may apply to your case as authorized by the Code of Federal Regulations (CFR) and established by the Code of Maryland Regulations (COMAR) 07.07.02.02:

  • $15 Application Fee – 45 CFR 302.33
  • $15 Annual Fee – 45 CFR 302.33

Please note, one (1) $15.00 application fee is required per applicant. If you are a current or former recipient of Temporary Cash Assistance or you currently receive Medical Assistance in the State of Maryland, you may qualify for an exemption from the fee.
